Abstract

This paper aims to analyze the factors that influence the development of tourist territories in Mexico. Some destinations have important natural resources; however, they do not reach a position in the tourist market. The development of the destinations is closely related to its territorial attractiveness and the tourism projects implemented. A theoretical review and analysis of the variables that influence the development of the territories as tourist destinations were carried out: tourism actors, tourism resources, infrastructure and public policies. 173 documents were analyzed in the following destinations: Cancún 22.5%, Huatulco 32.4%, Puerto Vallarta 27.7%, and Los Cabos 17.3%. The results revealed that the most important factors in the development of destinations in general for Mexico are the actors and natural resources. However, in Tabasco a particular contrast is observed, these factors do not necessarily influence its tourism development. This destination has the key factors for its development, but it does not manage to develop as an important national destination. The tourism authorities only need to encourage their development based on their potential as a territory. In conclusion, territorial and tourist attractiveness will continue to be determinant of the development of the destination. Natural resources and actors were the factors that most influenced the development of these destinations. But, the organization responsible for promoting the destination in this country requires working hard in the management and development of the territories, coordinating all the factors in order to promote their tourist attractiveness.
